CREDIT POLICY SYSTEM VARIOUS BANKING IN UKRAINE
VDOVENKO Larisa – Doctor of Economic Sciences, associate professor of the
Department of Finance, Banking and Insurance, Vinnytsia National Agrarian University
(21008, Vinnytsia, 3, Soniachna Str.).
The article is devoted to the peculiarities of the credit policy of systemically important
banks in Ukraine, analysis of their loan portfolio and assessment of the effectiveness of its
management. The estimation of volumes of their loan portfolio shows the tendency of its growth
as well as the share of loan portfolio in assets. It was revealed that JSC Oschadbank and
UkrGasBank specialize in lending to legal entities while Credit Bank PrivatBank is lending to
individuals; there is a decrease in the profitability of the loan portfolio of the banks under study,
but the most profitable is the loan portfolio of JSC Oshchadbank, the least profitable - in the
JSC CB Privatbank. Negative phenomenon in the banking system of Ukraine is the growth of
problem loans, including the most toxic lending portfolios that are owned by the most
systemically important banks (their share reaches 56.2%), among which only AT Bank
"PrivatBank" accounts for 38% of all problem loans in country.
It is concluded that the credit policy of systemically important banks is carried out
on the basis of significant state support that reduces the risks of disturbing their financial
stability, as opposed to other banking institutions, and the potential access to state-aid in
the form of pre-capitalization shows that they are competitors, first of all , to each other,
and not to other banks. The role of qualitative and effective credit policy of commercial
banks in support of financial indicators of banking activity at the proper level,
strengthening of their financial stability in an unstable environment in the banking sphere
is substantiated. It has been established that ineffective credit portfolio management and
the growth of problem loans lead to increased risks of credit operations. The ways of
increasing the volume of lending and improving the quality of the loan portfolio of banking
institutions are determined, among which increase of the size of regulatory capital of banks,
improvement of the skills of banking personnel, on which the qualitative assessment of
credit risk depends, formation of sufficient reserves to cover possible losses, compliance
with the norms of the National Bank of Ukraine, creation of new banking products and more
favorable terms of lending compared to competitors. The prospects of further development
of the banking system of Ukraine in the context of the strategy of reforming state banks,
which is based on support of financial stability, effective risk management, liquidity and
capital, increase of access to the credits to the key sectors of the economy, access to credit
services at an affordable price are considered.
