DECENTRALIZATION OF THE ENERGY SUPPLY SYSTEM IN UKRAINE AS A NECESSARY CONDITION FOR THE DEVELOPMENT OF ALTERNATIVE ENERGY SOURCES
PYNDYK Mykhailo – Postgraduate Student, Chief Accountant, Chernyatyn
College of Vinnytsia National Agrarian University (23124, Vinnytsia Region, Zhmerinka
District, Chernyatyn Village, 28, Graf Lvov Str., e-mail: michalok1990@gmail.com).
The notion of a decentralized energy supply system is described and its advantages
and disadvantages are outlined. It is determined that one of the main economic advantages
of a decentralized energy supply system is that energy generation sources and energy
consumption sources inside the system are in close proximity to each other. The leading
international financial and credit institutions are named and the main energy efficiency
projects presented in Ukraine with intention to stimulate the development of alternative
energy sources are described. Having considered a number of programs facilitating the
development of energy efficiency and alternative energy sources in the regions and having
analyzed the advantages and disadvantages of decentralized systems, a model of formation
of a decentralized energy supply system in Ukraine was developed. The author used the
development of alternative energy sources as a basis for formation of a decentralized
energy supply system in Ukraine. It is also determined that the main condition for the
effective formation of a decentralized energy supply system in Ukraine must be public-private partnership as a mutually beneficial cooperation between public authorities and
entrepreneural entities, based on terms of compensation of expenses, division of risks and
obligations.
