The magazine deals with the problems of the agricultural sector of the economy in the context of integration and processes of globalization. DETERMINANTS OF THE SOCIAL EFFICIENCY OF REFORMS OF TRAINING HUMAN RESOURCES FOR THE UNITED TERRITORIAL COMMUNITIES

The article emphasizes the need for training human resources of the united territorial
communities. The purpose of this study is to identify mechanisms for ensuring the social efficiency of
reforming the development of human resources of territorial commun ities. On the basis of the study,
it was determined that one of the most effective means is to ensure the sustainability of the budgets of
the united territorial communities. As a tool for analyzing the sustainability of budgets, budget
coefficients are used – indicators of the state of budgets, calculated as the ratio of absolute budget
indicators. Based on the use of universal methodological tools, an objective assessment of the state of
budgets was carried out, factors influencing its change were highlig hted, which allowed identifying
the causes of negative phenomena in the budget sphere and determining effective measures to
eliminate them. The state of the budgets of the united territorial communities was assessed using
regression analysis; the need for budgetary regulation to increase their own incomes of territorial
entities was proved. Thus, the necessity of building such a model of budgets of territorial communities
is justified, which can turn them from subsidized to self - sufficient by increasing the ir own incomes,
and not by increasing the level of assistance from higher - level budgets.
