Annotation

         At research of government control of agriculture there is a question in relation to the role of public authorities in this process. This actual is and direct participation of  public authorities in the process of management Agro industrial complex, and participation of the state as a proprietor of the agricultural enterprises based on a public domain, in an agricultural production, and also indirect adjusting. The last consists in the exception of direct influence on a directly agrarian production and market, development and normative fixing of certain rules of access to the market and realization of activity in the field of an agrarian production.

          The state regulation of agro-industrial complex, in addition to management functions, involves the implementation of state agencies, state control over compliance with agrarian legislation by all agricultural producers.
                Bodies of executive power depending on the volume and nature of competences are divided into: bodies of general competence, bodies of sectoral competence, bodies of special (functional) competence, bodies of subject competence.
          The bodies of general competence that carry out state regulation of agriculture are: the Verkhovna Rada of Ukraine, the President, the Cabinet of Ministers of Ukraine. The main regulatory function of these law-making bodies.
                The bodies of functional competence - the Ministry, the National Bank of Ukraine, the Antimonopoly Committee, which create a legal regime for all subjects, including for agricultural ones.
          The bodies of sectoral competence are the Ministry of Agrarian Policy and Food production of Ukraine and its local authorities.
              The system of bodies implementing the state regulation of agriculture includes two levels: state bodies of general competence and bodies of special competence.
          Public authorities of general competenceare:
          the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the President of Ukraine, regional state administrations.
                Special competence bodies are specially authorized central executive authorities and their local units that implement management functions in the field of health protection, consumer protection, standardization, metrology and certification, veterinary medicine, plant quarantine.
                Special competence bodies include the State Service of Ukraine for Geodesy, Cartography and Cadastre, the State Service of Ukraine for Food Safety and Consumer Protection, the State Ecological Inspectorate, the State Agency for Forest Resources, the State Fisheries Management Agency of Ukraine.
                Administrative reform is changing the system of executive bodies, including on agricultural supervision and control. In accordance with the Resolution of the Cabinet of Ministers of Ukraine "On the Optimization of the System of Central Bodies of Executive Power" dated September 10, 2014, No. 442, the State Agricultural Inspection was abolished.
                The State Inspectorate for Agriculture was liquidated by assigning functions for the registration and accounting of machinery, state supervision (control) in terms of the operation and technical condition of machinery, functions for the certification of seeds and planting material, state supervision (control) in the spheres of protection of rights to plant varieties , seed and seedling, and state control over the quality of grain and products of its processing; implementation of state supervision (control) for observance of measures of biological and genetic safety of agricultural plants during the creation, research and practical use genetically modified organism in open systems at enterprises, institutions and organizations of agro-industrial complex regardless of their subordination and ownership; implementation of radiation control over the level of radioactive contamination of agricultural products and foodstuffs - to the State Service for Food Safety and Consumer Protection, functions for the implementation of state supervision (control) in respect of compliance with land legislation, the use and protection of land of all categories and forms of ownership, fertility Soils - to the State Service for Geodesy, Cartography and Cadastre.
          In accordance with the decree of the Cabinet of Ministers of Ukraine on liquidation of  the territorial bodies of the State Inspection of Agriculture from June 30, 2015, territorial bodies of the State Inspection of Agriculture, which continue to perform their functions and powers to transfer them to executive authorities, were liquidated as legal entities of public law.
          After the liquidation of the State Inspection on Agriculture, changes were made to the current normative acts of Ukraine.
          According to V.S. Lytovchenko, state control in agriculture in Ukraine should be supplemented by a system of public control measures, which should include the activities of public councils under public authorities (in particular, under the Ministry of Agrarian Policy and Food of Ukraine), public inspectors, conducting public expert-examination on the quality of agricultural products, independent certification of production of goods and products of the agro-industrial complex of Ukraine. Therefore, the adoption of the Law of Ukraine "On Public Control" and the introduction of appropriate amendments to the Law of Ukraine "On the Basic Principles of State Supervision (Control) in the Field of Economic Activity" is extremely important.
          The State Service of Ukraine for Geodesy, Cartography and Cadastre (State Geocodist) is the central executive body whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Agrarian Policy and production Food and which implements state policy in the field of topographic and geodetic and cartographic activity, land relations, land management, in the field of the State Land Cadastre, state supervision (control) in the agro-industrial complex in terms of compliance with land legislation, use and protection of lands of all categories and forms of ownership, soil fertility.
          The main tasks of the State Geocodistare:
          1) realization of the state policy in the sphere of topographical and geodetic and cartographic activity, land relations, land management, in the field of the State Land Cadastre, state supervision (control) in the agro-industrial complex in terms of compliance with land legislation, use and protection of land of all categories and forms of ownership, fertility soils;
          2) provision of administrative services in accordance with the law in the relevant sphere;

 

          3) submission to the Minister of Agrarian Policy and Food of proposals on ensuring the formation of state policy in the field of topographical and geodetic and cartographic activity, land relations, land management, in the field of the State Land Cadastre, state supervision (control) in the agro-industrial complex in terms of compliance with land legislation, use and protection of land of all categories and forms of ownership, soil fertility

All-Ukrainian scientific and production journal “Economics, finance, management: topical issues of science and practical activity” is a peer-reviewed open-access journal that publishes original research, theoretical articles and reviews on a wide range of economic and business issues. The articles, which have scientific and scientific-practical significance, highlight theoretical and methodological aspects of the development of agrarian sector of economy and related industries, the results of fundamental and applied research.
 
The purpose of the journal is to highlight the results of fundamental and applied research in the field of economic sciences, aimed at developing modern approaches to managing economic processes, financial support for enterprise activities and increasing the efficiency of economic systems. The publication is focused on creating a scientific environment for the exchange of research results between scientists, higher education students and practitioners in economic sphere, as well as on the dissemination of modern scientific and methodological approaches to solving current economic and management problems. The journal contributes to the development of the research in the field of enterprise economics, finance, accounting, auditing, management, marketing, entrepreneurship, trade, tourism and recreation, public management and administration, economic development and international economic relations, which meets the modern needs of the socio-economic development of the state.
 
The journal’s objectives are:
 • publishing the results of fundamental and applied research in the fields of economics, international economic relations, finance, management, public administration, accounting, marketing, tourism and recreation, and entrepreneurship;
• promoting the development of modern methods of managing enterprises and organizations, increasing the efficiency of using financial and material resources;
• supporting the research aimed at improving the economic mechanisms of enterprise functioning, developing innovative activity, and increasing the competitiveness of economic structures;
• ensuring the scientific exchange of research results between higher education institutions, scientific institutions, and business entities;
• developing methods of economic analysis, forecasting, and modeling of socio-economic processes;

History of journal:

Founded in 1997 under the name ”Bulletin of Vinnytsia State Agricultural Institute”. In 2010-2014 it was published under the name “Collection of Scientific Papers of Vinnytsia National Agrarian University”. Since 2015 “Economics, finance, management: current issues of science and practical activity” (Certificate of State Registration of Mass Media No. 21154-10954 PR dated 12/31/2014).
