GONCHARUK Inna – Candidate of Economic Sciences, Associate Professor of the Department of Economics, Vice-Rector for Scientific Work, Vinnytsia National Agrarian University (21008, Vinnytsia, 3, Soniachna Str., e-mail: dnistervnau2017@gmail.com).
TOMASHUK Inna – Lecturer of the Department of Analysis and Statistics, Vinnytsia National Agrarian University (21008, Vinnytsia, 3, Soniachna Str., e-mail: tomashuk.inna@ukr.net).
The article deals with the main problems of state regulation of the development of rural areas as a socio-economic system that requires state administration. The author analyzes the influence of the state on the rural territories, which is carried out through the administrative and regulatory functions of the state policy, which is enshrined in normative-legal acts. The influence of developed national and regional development strategies on the efficiency of the use of the resource potential of rural territories has been studied. The role of adopted and implemented various programs of socio-economic development of rural territories is described. The implementation of administrative and administrative functions through certain state bodies has been followed in order to improve the socio-economic situation in rural areas. It is determined that the majority of rural areas are in an abandoned state without a developed social infrastructure and its necessary development. The current state of development of rural areas is characterized, and economic, social and environmental problems are identified, as well as possible ways of their solution. Proposed measures to be decided at the state level, which will increase the efficiency of using the resource potential of rural areas. It is indicated that the current state of socio-economic development of rural areas confirms the existence of a deep crisis. It was investigated that the main reason for the crisis in rural areas is the loss of manageability of the processes of social and economic development by the state. It is noted that overcoming of crisis phenomena in the development of rural territories is possible due to the creation of an effective system of state regulation, in particular in the agrarian sector of the Ukrainian state. It is stressed that the contractual obligations between the authorities, business and civil society should be clearly observed. It is indicated that a rational combination of these components can serve as a guarantor of positive shifts in the socio-economic development of rural areas. It was investigated that the concept of multifunctionality of rural settlements becomes very important. It is revealed that diversification and multi-dimensionality of the rural economy, which involve the development of production, services, recreation, etc., become a guarantee of increasing the quality of life of the rural population, preserving the natural environment, that is, ensuring the sustainable development of the village as a whole. It was determined that the priority task of state authorities and local self-government bodies is the social rebirth of the village. It was analyzed that in order to effectively develop rural areas, the Government of Ukraine adopted the Concept of the State Target Program for Sustainable Development of Rural Territories for the period up to 2020. It is researched that the rural regions of Vinnytsia develop under the program "On the Strategy of balanced regional development of Vinnytsia region up to 2020". It has been outlined that the state regulates the functions of regulation through administrative and economic methods (they are direct and indirect). It is substantiated that today Ukraine needs to move from the development model, in which competitive advantages are mainly due to the use of natural resources, to the innovation model, with the priorities of which is the technological level, skilled labor, energy saving and other types of natural resources, and innovative management style. It is proved that state regulation of rural development should include methods of stimulating the development of entrepreneurship in the countryside, in particular preferential lending, a loyal tax system and the most important legal protection for the development of small and medium businesses. It is suggested that state regulation should promote investment and innovation development of agroformations through the adoption of state targeted rural development programs backed up by public funds both at the state level and at the local level.
