Annotation

The article is devoted to the study of the anti-corruption policy system and the justification of a systemic approach role in the formation of a holistic, sustainable state policy in the preventing and combating corruption field. It is established that anti-corruption policy is a component of legal and judicial policy - one of the state policy defining directions. It is noted that the policy has a complex internal structure under study, consisting of a network of levels, subjects, objects, mechanisms, directions, methods, tools, etc. It is substantiated that the directions of anti-corruption policy reveal its content and depend on the current challenges that the state faces in this area. The levels of the implementation of anti-corruption policy, their role, features and responsibility in the fight against corruption are summarized. A multi-level anti-corruption system of subjects with a distribution of responsibilities and tasks is presented. It is noted that its effectiveness depends on the interaction between the elements and political will. The objects of anti-corruption policy, where the risks of corruption manifestations arise, are summarized. It is proven that the mechanism of anti-corruption policy is a dynamic process, which includes means of achieving the goal and ensuring a specific result in the studied area, and its implementation occurs using a number of specific tools. It is established that the complex of corruption spheres and actions of influence objects also need to be considered from the standpoint of systematization, need to intensify the anti-corruption measures is proven. It is noted that no circumstances, even active military actions on the territory of our country, can be a reason for the weakening control over corruption, and accountability is critically important for ensuring the integrity of public processes. Key arguments are proposed to substantiate the role of a systemic approach in building an effective anti-corruption policy of the state.
