It is argued that agrarian insurance plays a significant role in shaping modern food security
doctrine. It is established that, given the objective presence of a risky environment in the agricultural
sphere, there is a need for widespread use of insurance as a financial and economic instrument for
minimizing the likely threats to the natural, anthropogenic, ecological and other nature. In order to expand
the insurance coverage of agricultural risks and, consequently, to realize the existing potential of agrarian
insurance, a variety of insurance services was proposed at the expense of classic and index insurance
products. Emphasis is placed on the need for primary (micro-insurance and insurance) and secondary
(reinsurance) risk sharing in order to increase the access of potential insurers to insurance serv ices, as
well as to ensure a sufficient level of solvency and liquidity of insurance companies.
