The journal deals with the issues of efficiency of functioning of the national economics and organizational forms of management of the national economy. Attention is paid to the problems of marketing, management and efficiency of production and economic activity of agrarian enterprises. The issues of public administration and administration, accounting and taxation, banking and insurance, forecasting and modeling of economic processes, foreign economic activity, commodity flows of economic entities and their infrastructure support.
ARCHITECTURE OF ANTI-CORRUPTION POLICY INSTRUMENTS IN THE PUBLIC ADMINISTRATION SYSTEM

The article tackles the study of anti-corruption policy instruments architecture, the justification of the need for their interaction and comprehensive application in Ukraine. It is noted that such an architecture should be defined as a systematically organized, hierarchically structured and functionally interconnected set of public
administration instruments and mechanisms aimed at preventing, detecting and combating corruption, operating at different levels of management and ensuring the achievement of anti-corruption policy goals. It is emphasized that the main characteristics of the architecture of instruments are systematicity, complexity, multi- level, adaptability. It is presented the classification of the levers according to the criteria: functional purpose, nature of influence, subjects of implementation, influence object, the model «capability – motivation – opportunity», application initiative. Key tools that contribute to increasing transparency and reducing corruption risks are identified: electronic declaration, open state registers, electronic procurement, anti- corruption programs of government bodies and organizations. Common and individual problems of applying key tools are indicated. It is established that the effectiveness of anti-corruption policy is ensured not by separate tools, but by their integrated architecture, digitalization, effective, independent institutions and the development of their analytical capacity, the implementation of a risk-based approach to control, ensuring the inevitability of liability for corruption offenses, the introduction of a system for assessing the tools effectiveness based on key performance indicators, ensuring a full cycle of control, expanding access to public information and improving the tools for its use, reducing the discretionary powers of the officials, and developing a culture of integrity. It is concluded that the implementation of the proposed measures will contribute to the transition from the fragmented and declarative use of anti- corruption policy instruments to the formation of their holistic, integrated and effective architecture, which will meet the modern challenges of public administration.
