The article substantiates the expediency of creating a unified electronic scientific 

and educational space in higher education institutions. It is noted that the decision of the 

tasks of informatization of education involves several directions. 

The main directions of use of information and communication technologies in the 

management of institutions of higher education are analyzed. It was determined that the 

components of the unified electronic scientific and educational space of the higher 

education institutions are information resources, organizational structures, means of 

information interaction between students and higher education institutions. The authors 

define the notion of “the unified electronic scientific and educational space of higher 

education institutions”, which is determined as an integration system that includes 

information, logistical, human, organizational resources and provides automation of 

managerial and scientific and educational processes and the coordinated collection, 

processing, transfer, provision of and storage of information. 

The experience of organizing a single electronic scientific and educational space at 

the university is considered. The authors consider the means of scientific and educational 

space on the example of the  introduction and functioning of the electronic system of 

management “Socrates” at Vinnytsia National Agrarian University. The electronic system 

“Socrates” is a WEB-oriented client-server system that forms a single electronic scientific 

and educational space for the whole university community. The architecture of the 

electronic system “Socrates” meets the requirements of functional completeness, 

integration, flexibility, real-time work, reliability and security, which extends its 

functionality, while all subsystems interact with each other in an informational way. The 

main subsystems of the electronic system “Socrates” are described in the context of 

formation of the university’s electronic scientific and educational space. 

It is proved that in conditions of  global informatization the solution of the problem 

of improving the quality and effectiveness of education is possible provided by the use of 

information and communication technologies and creation of a single electronic scientific 

and educational space.
