The article is devoted to the research of the innovative development of the dairy industry of Ukraine in the context of the implementation of the strategy EU «From farm to fork» and the need to guarantee the food security of the state in the conditions of martial law. The purpose of the article is to develop directions for the innovative development of the dairy industry of Ukraine in the context of the implementation of the specified strategy. The existing internal problems caused by martial law, irrational use of resources and unbalanced production structure, which create significant risks for domestic consumption, are identified. A thorough analysis of the balance of milk production and consumption for 2020–2024 was conducted, which confirmed a significant reduction in domestic production by more than 2 million tons, which has led to the preservation of a significant deficit consumption of dairy products relative to rational consumption norms. An analysis of the foreign trade balance indicates an increase in import dependence in the cheese segment, the import of which has increased from 210.49 to 227.09 million USD over the studied period. It was established that due to the insufficient number of the cows in Ukraine (1.15 million heads as of January 1, 2025), ensuring rational consumption standards through domestic production alone is impossible in the short term.
The directions of innovative development of the industry are substantiated, which include the introduction of innovative raw material processing methods, such as membrane filtration and bactofugation, ensuring digital traceability based on blockchain technology, and the transition to ecological packaging. Separately, the strategic need for the implementation of the European Nutri- Score (FOPNL) labeling system is proven, which serves as a direct economic incentive for improving dairy product production recipes and improving the quality of the corresponding products. In order to support these innovative changes, a set of mechanisms for state support for the development of dairy clusters is proposed, including targeted grants for common infrastructure, preferential lending, and compensation for capital costs. The implementation of appropriate mechanisms will ensure technological modernization of the dairy industry of Ukraine and its integration into the European Union food system.
