The article comprehensively explores institutional strategies for the development of innovation as a fundamental factor in increasing the efficiency of the modern economy and its adaptation to the conditions of global competition, digitalization and environmental transformations. It is indicated that the institutions are formalized and informal rules, norms, structures and mechanisms that regulate the behavior of economic agents, determine the framework of interaction in society and form the basis for the functioning of economic systems. Institutions include state bodies, legal norms, financial institutions, educational and scientific institutions, as well as traditions, customs, social practices, etc. The conceptual principles of the institutionalization of innovation activity are revealed, in particular through improving the legislative field, developing innovation infrastructure, mechanisms of state regulation and supporting scientific and research initiatives. The main institutional barriers that hinder the development of innovative activity are identified, and a set of measures to overcome them is proposed, including the formation of clusters, the development of public-private partnerships, and the activation of educational and awareness-raising programs. The main areas of participation of private institutions in supporting innovations are analyzed. Based on a systemic approach, the feasibility of implementing a holistic institutional strategy that combines economic, legal, organizational and informational tools is substantiated. Such an approach allows not only to ensure technological renewal of the economy, but also to increase its stability, inclusiveness and ability to long-term growth in conditions of instability and uncertainty. The main promising areas for improving institutional strategies for the development of innovations are summarized, focusing on modern approaches to strengthening the innovation ecosystem. The conclusions are drawn that the formation of a comprehensive, inclusive and transparent institutional system is a prerequisite for sustainable innovative development and ensuring a high level of welfare of the society.
