Annotation

The study investigates the issues of personnel motivation and professional development in public administration bodies, emphasizing their central role in ensuring the effectiveness of state institutions. The main approaches to motivating employees are analyzed, including the integration of intrinsic and extrinsic incentives. Special attention is paid to the concept of Public Service Motivation (hereinafter – PSM), developed by J. Perry, which highlights the internal drivers of public servants’ commitment, oriented toward public welfare, ethical standards, and societal impact. The research identifies key factors influencing the effectiveness of motivation systems, such as organizational culture, leadership style, communication quality, career planning, professional development opportunities, and transparent performance evaluation. It is established that the combination of material and non-material incentives fosters professional self-realization, ethical responsibility, team collaboration, and innovation within the public sector. The study examines the challenges in current personnel motivation practices in Ukraine, including insufficient salaries, limited career prospects, formalized assessment systems, and predominance of administrative management methods, which reduce employee engagement and institutional capacity. Drawing on international experience, particularly from EU countries, the research emphasizes the importance of talent management programs, continuous professional learning, mentoring systems, and digital HR management tools in building sustainable motivation systems. Practical recommendations are provided for the  comprehensive reforms that integrate strategic state vision, institutional support, human capital development, ethical leadership, and transparent HR policies. The study concludes that enhancing motivation and professional development in public administration is a strategic priority that ensures effective policy implementation, high-quality public services, institutional resilience, and increased public trust. The findings contribute to the theoretical understanding of motivation in public service and provide a framework for designing effective personnel management strategies in the post-reform context.

The purpose of the journal "Economics, finances, management: Topical issues of science and practical activity» is the coverage of leading scientific ideas in the economic, financial and management activities of the sectors of the national economy and the involvement of representatives of the domestic and foreign scientific professional community.

  • publication of research findings on innovation in the economy, financial and management spheres, innovation of production processes;
  • expanding partnerships with international scientific publishing organizations;
  • enhancing the culture of reviewing and annotating published material;

It was founded in 1997 under the name "Bulletin of the Vinnytsia State Agricultural Institute". In 2010-2014 he was published under the title “Collection of scientific works of Vinnitsa National Agrarian University”.
