The journal deals with the issues of efficiency of functioning of the national economics and organizational forms of management of the national economy. Attention is paid to the problems of marketing, management and efficiency of production and economic activity of agrarian enterprises. The article provides a comprehensive study of the theoretical, methodological, and practical foundations for improving state regulation of the vegetable market in Ukraine in the context of European integration. It reveals the importance of this important agricultural sector, which ensures food security, social stability, and regional economic development. The main factors hindering the development of the vegetable market are identified, including warfare, disruption of logistics chains, destruction of production infrastructure, price instability, insufficient institutional support, weak integration of producers and processors, and the impact of warfare on logistics chains and production infrastructure.
The evolution of state policy in the field of agricultural market regulation, in particular the concepts and programs for the development of vegetable growing approved at the state and regional levels, has been analyzed. It has been established that the effectiveness of state policy in the field of vegetable growing largely depends on the level of the coordination between central and regional authorities, scientific institutions, and production structures. The existing state programs, in particular the Concepts for the Development of Vegetable Growing until 2020 and 2025, demonstrate a positive initiative in forming strategic priorities, but remain insufficiently adapted to the realities of the agricultural market. Their implementation is complicated by imperfect institutional mechanisms, inconsistency with current market needs, and low motivation among economic actors to participate in regulatory measures. The need to transition from administrative to institutional and market-based regulatory mechanisms based on the principles of public-private partnership, innovation, environmental sustainability, and adaptability to European standards is justified.
The results of the study demonstrated the need to develop a mixed model of state regulation, which combines market mechanisms of self-regulation with targeted state support for producers and incentives for investment in storage, processing, and certification technologies for vegetable products. The areas for improvement in state policy for the development of the vegetable market have been proposed, aimed at increasing competitiveness, transparency of the regulatory environment, and Ukraine's integration into the single agricultural space of the EU.
